ICASA launched Discussion Papers on Regional Television ("RTV") and Local Television ("LTV") on 22 August 2003. ICASA said that the inquiry has been separated into two as issues that are being investigated are different and for licensing different types of broadcasters. However, ICASA will be conducting one inquiry to deal wih both discussion papers so that issues relating to the envisaged new services can be dealt with in a holistic manner.

ICASA intends to complete the Possition Paper and Regulations on RTV and LTV before the end of November 2003. This will put in place the regulatory framework that will hopefully facilitate the licensing of Public Regional Television Services as required by section 22A of the Broadcasting Act. The SABC is required to make these applications by 08 December 2003. Interested parties are invited to make written submissions on the Discussion Papers by 29 September 2003. According to ICASA the public hearings will be conducted towards the end of October 2003.
