ICASA PUBLISHED POLICY ON REGIONAL TELEVISION

On 26 November 2003 ICASA published its Position Paper on Regional Television Broadcasting Services.

The Position Paper makes provision for the licensing of Public Regional Television Services as provided for in Section 22(A) of the Broadcasting Act. According to the policy these services will be funded wholly through moneys appropriated by Parliament, grants, donations and sponsorships. The SABC is expected to make its application for these services by 08 December 2003 as provided for by Section 22(A)(1) of the Broadcasting Act.


ICASA has also found that the South African Television market is not yet ready for Commercial Regional Television Services. However, ICASA states that it has not completely closed the door on these services and will review its decision in the long term.
