ICASA SEEKS TO AMEND THE REGULATIONS ON SOUTH AFRICAN CONTENT

ICASA published Government Notices 26127 and 26128 on 05 March 2004, declaring its intention to amend the Regulations on South African Content for Television and Sound Broadcasting Services. The amendments for Television are aimed at standardising the measurement period for compliance with the quotas as well as bringing the regulations in line with the Broadcasting Act, 4 of 1999, especially with regards to the Public Commercial Television Service. This category of Television service is not provided for in legislation and references to it in the Regulations are being removed.


In the case of Sound Broadcasting Services the proposed amendments also seek to regularise the position of the Public Commercial Services by allowing ICASA to, after consultation with the public broadcaster and for commercial reasons, reduce the quota requirement on music, for a maximum of three public sound broadcasting services, to 25%.

Comments on the proposed amendments should reach ICASA by 06 April 2004
