The NAB chairperson and executive director attended the parliamentary hearings on the MDDA Bill in early March. The NAB submission supported the goals of the legislation but called for amendments to the sections dealing with ministerial powers and the mandate of the agency.

Task groups on transformation in advertising
Following the parliamentary hearings on the transformation of the advertising industry held in late 2001, four industry task groups started meeting in March. The NAB is represented on each task group. The groups will report back to parliament later this year.

NAB participates in broadcast production workshop
The NAB attended a workshop of the Minister’s broadcast production advisory body on 15 March at which the body’s strategy for growing the film and video industry was discussed. The body is expected to finalise its recommendations later this year.

Radio players hold strategy session
The NAB brought together senior members of the radio industry on 4 March to discuss the current position of the sector and the future of the Radio Advertising Bureau. The meeting agreed that the RAB was a neccessity for radio. A business plan for the RAB is currently being developed.

Radio industry holds forum for media planners
The NAB’s Radio Advertising Bureau held a conference for media planners and directors on 5 March. The conference was held in Johannesburg and Cape Town and speakers included Muzi Khuzwayo and Andrew Ingram from the RAB in the UK. The conference was hailed as a success with over 90% of delegates stating that they found it valuable.

NAB responds to needletime legislation
Outgoing NAB chairperson Randall Abrahams responded with disappointment to the news that parliament’s portfolio committee on trade and industry had approved the introduction of needletime. Abrahams said that he doubted the legislation would address the problems of South African artists. He said that the NAB would now focus on the regulations in order to try mitigate the negative impact for broadcasters.

Research on Broadcast Engineer training complete
The NAB completed its research into the training of broadcast engineers. The research findings showed that the development of a learnership may not be viable and that the industry should consider the development of a series of skills programmes to train broadcast engineers. A task group ofthe NAB’s technical committee is continuing to drive this matter.

Meeting on community radio with ICASA
The NAB attended a meeting with ICASA on four year community radio licensing. The Authority shared its plans for forthcoming licensing which will commence in October.

BCCSA workshops
Workshops were held for television channels and radio stations to discuss the application of the Code of Conduct. Broadcasters were given the opportunity to share their experiences and raise queries and concerns with members of the BCCSA.
