NATIONAL CONVERGENCE POLICY COLLOQUIUM AND CONVERGENCE BILL

On 17 and 18 July 2003, the Department of Communications hosted a convergence colloquium which looked at the policy and other issues arising from the convergence between telecommunications, broadcasting and information technology.
Among the main conclusions of the colloquium, were the following:
- The process of managed liberalization should continue.
- There is a need for a new licensing regime that should place emphasis on technology neutrality, spectrum licensing that is transparent and equitable and spectrum allocation based on the concept of scarce resource management and national interest.
- There is a need to change the regulatory regime to “light touch”.
- There is a need to strengthen mechanisms for ensuring that there is effective competition.
- There is a general commitment to universal service access and Black Economic Empowerment.
On 28 July 2003 the office of the Minister of Communications issued a press release confirming that the committee as elected at the Colloquium had handed over the Final Report of the National Convergence Policy Colloquium to the Minister. The press release further stated that a draft working document had been issued to the Drafting Committee who will meet according to an agreed schedule until a final document is presented to the Minister. This is seen as part of the preparations for the final Convergence Bill.
