The 3rd working draft of the ICT Empowerment Charter was released on Monday, 10 May 2004. The document aims to invite discussion within the ICT Industry on setting empowerment targets on matters such as Equity and Management, HR Development, Direct Empowerment and Indirect Empowerment. These categories of empowerment will eventually be contained in a Scorecard that will be used to evaluate ICT companies' compliance with the Charter.

An Indaba will take place on Friday, 14 May 2004 at Vodaworld in Midrand to give the ICT Industry and opportunity to discuss the draft document. Interested parties will have until 24 May to make written submissions on the Charter. The Charter is expected to be finalise by late June 2004
